MECHEL ANNOUNCES ESTABLISHING ITS REPRESENTATIVE OFFICE IN UKRAINE

Moscow, Russia – November 23, 2010 – Mechel OAO (NYSE: MTL), one of the leading
Russian mining and metals companies, announces establishing its official
representative office in Kiev, Ukraine.
The representative office of the company will contribute to the development of
Mechel’s business in Ukraine, including supports of its export activities and
contacts with state authorities, conducting market research, arranging meetings
with business community and searching new business partners. The new office will
also participate in commercial, industrial, scientific and technological
cooperation and provide informational support of the Group’s activities in
Ukraine.
Mechel OAO representative office in Ukraine is located at the address: 17
Lineynaya str., Kiev 03038.
Mechel places special emphasis on the cooperation with Ukrainian partners and
considers Ukrainian market as one of the priorities in the development of the
Group’s activities.
Mechel’s own international representative offices network is one of the
company’s important competitive advantages.  Mechel’s offices in various
countries of the world enable it to monitor regional market conditions carefully
and to respond to changes in demand, promptly supplying customers with the
necessary products.
Today company’s representative offices successfully operate in Japan, China,
South Korea, Romania and Bulgaria.
