The Federal Home Loan Bank of Pittsburgh (FHLBank) welcomes four new Affordable Housing Advisory Council (Advisory Council) members, with terms covering the 2025 and 2026 calendar year. They join a 15-person Advisory Council drawn from affordable housing, community and economic development professionals across FHLBank’s district, comprised of Delaware, Pennsylvania and West Virginia. In their roles, they advise FHLBank’s Board of Directors and management on community product and investment considerations.
Phyllis Chamberlain
Phyllis Chamberlain is the executive director of the Housing Alliance of Pennsylvania, a statewide organization whose mission is to ensure that all Pennsylvanians, especially those with low incomes, have access to safe, decent, affordable and accessible homes. In this role, she leads advocacy efforts at the state and federal levels to increase funding and improve policy to increase affordable housing opportunities for low-income Pennsylvanians. She has also held positions at the national level, as well as state levels in Virginia and Delaware.
Ms. Chamberlain has more than 25 years of experience in advocacy, community engagement and communications, and a focus on policies that create affordable housing and end homelessness.
Varsovia Fernandez
Varsovia Fernandez is a C-suite executive, consultant and coach with more than twenty-five years in not-for-profit, financial services and technology management. She is a recognized authority on Hispanic cultural, governmental, and educational affairs, and is committed to increasing diversity in the Greater Philadelphia business community.
Ms. Fernandez serves as a trustee on the governing boards of Montgomery County Community College and The Philadelphia Award.
She graduated from Rosemont College with a B.S. in Business Management, and from the University of Pennsylvania’s American Bankers Association Stonier Graduate School of Banking. She has also completed the Wharton Leadership Program. Ms. Fernandez earned a Certificate in Fund Development from the University of Notre Dame, and completed the Women’s Director Development Program at the Kellogg School of Management at Northwestern University.
Dina Schlossberg, Esq.
Dina Schlossberg has been the executive director of Regional Housing Legal Service since August 2021. She leads development, and oversees implementation, of the strategic plan, including the design and execution of organizational goals which are tied to the strategic plan. Ms. Schlossberg also has experience providing legal representation to nonprofits developing affordable housing – with a special focus on design and development for vulnerable populations.
Ms. Schlossberg is committee member of the American Bar Association, and has edited two books, including The Role of Nonprofit Organizations in Affordable Housing Development. She also serves as a board member of the Community Legal Services of Philadelphia, Philadelphia Legal Assistance, and Philadelphia Association of Community Development Corporations, and is a member of the Pennsylvania Housing Alliance.
Dina received a Bachelor of Philosophy from Miami University and a Juris Doctor from Temple University School of Law.
Nathan E. Testman
Nathan Testman is the interim executive director of the West Virginia Housing Development Fund (Fund). He joined the Fund in 2016 as the Division Manager of Multifamily Loan Programs. He was named Senior Division Manager in 2018, and was appointed to Deputy Director of Production in September 2023 before taking on his current role this year.
Prior to joining the Fund, he worked in commercial banking and served in the Army National Guard.
He is a graduate of West Virginia University and holds a degree in finance.
