GOP HEALS Act gives some businesses a second shot at Paycheck Protection Program loans

The GOP HEALS Act calls for additional funding for small businesses that have run out of their first infusion of Paycheck Protection Program loans. Sens. Marco Rubio, R-Fla., and Susan Collins, R-Maine, also propose earmarking cash for companies with no more than 10 employees.
